Vietnam Government and NVIDIA Partner to Establish AI Research and Development Center

On December 5, at the Government Headquarters, Prime Minister Pham Minh Chinh held a meeting with Mr. Jensen Huang, Founder and Chairman of NVIDIA, and witnessed the signing of an agreement between the Government of Vietnam and NVIDIA to establish the NVIDIA AI Research and Development Center and an AI Data Center in Vietnam.

Attending the meeting were Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son, Minister of Planning and Investment Nguyen Chi Dung, Minister and Head of the Government Office Tran Van Son, as well as leaders from various ministries, agencies, and major Vietnamese tech companies, along with senior representatives from NVIDIA.

Following the meeting, Mr. Jensen Huang and Minister Nguyen Chi Dung held a press conference to discuss the cooperation agreement between the Vietnamese government and NVIDIA.

Vietnam’s Commitment to AI Development

Prime Minister Pham Minh Chinh welcomed Mr. Huang and the senior NVIDIA delegation for their second visit to Vietnam, expressing gratitude for the valuable advice and effective cooperation NVIDIA has provided to the country.

The Prime Minister emphasized that the agreement signed between the Government of Vietnam and NVIDIA marks an important milestone, demonstrating the strong commitment of Mr. Huang to make Vietnam NVIDIA’s “second home.” This partnership reflects the spirit of “actions speak louder than words,” underscoring the importance of time, intellect, and timely decision-making for success.

Moving forward, the Prime Minister proposed both parties collaborate on AI research and development to create a new production force based on Vietnam’s AI capabilities, with NVIDIA’s expertise. He outlined specific directions for cooperation:

  • NVIDIA to continue advising Vietnam on AI development, aligning with global trends while considering the country’s cultural and historical context.
  • Joint development of AI infrastructure and workforce training, focusing on human-centered development.
  • Collaborating on AI projects related to underwater exploration, space, and encouraging entrepreneurship and innovation, particularly inspiring the younger generation.
  • Harnessing AI to unleash Vietnam’s full technological potential, contributing to the country’s vision of independence, freedom, and prosperity.

The Prime Minister also expressed his appreciation for NVIDIA’s efforts and commitment, acknowledging the Ministry of Planning and Investment’s proactive role in facilitating this partnership. He praised the strong coordination between various ministries, local governments, and domestic tech companies.

The Prime Minister reiterated Vietnam’s commitment to creating a favorable environment for this collaboration to thrive, ensuring mutual benefits in line with the principles of “harmonious benefits and shared risks.”

A Landmark for Vietnam and NVIDIA’s Future Together

Mr. Jensen Huang, Chairman of NVIDIA, expressed his excitement to return to Vietnam and announce the establishment of NVIDIA’s AI Research and Development Center. He emphasized that the world is currently undergoing a significant transformation driven by AI, providing Vietnam with a unique opportunity to lead in AI-driven industries, services, and innovation.

Mr. Huang also stressed that AI is a transformative technology, likening it to the energy industry, which transforms water and sunlight into electricity. Similarly, AI will convert data into high-value digital intelligence, creating vast economic opportunities. He noted that billions of dollars in the AI industry will be consumed by Vietnam’s people and businesses.

Highlighting the strong human resources in Vietnam, Mr. Huang emphasized that education is the foundation for Vietnam’s AI future. He pointed out that NVIDIA’s ecosystem includes over 48,000 engineers and partnerships with nearly 100 AI companies and 36 universities.

“This is a tremendous opportunity for Vietnam,” said Mr. Huang. “Vietnam’s strong support for AI will be a catalyst for building a robust AI ecosystem, and NVIDIA is committed to being your partner on every step of this journey.”

Minister Nguyen Chi Dung noted that this partnership represents a historic turning point for Vietnam, with NVIDIA’s AI expertise opening new doors for Vietnam to become Asia’s leading AI research and development hub. This agreement is not just a strategic move for NVIDIA but also for Vietnam’s tech sector, creating career opportunities for local talents.

Looking back at the development of this collaboration, Minister Dung emphasized the significant role of Prime Minister Pham Minh Chinh and Mr. Huang, especially after the Prime Minister’s visit to NVIDIA’s headquarters in the United States in September 2023, where he witnessed groundbreaking NVIDIA technologies. This meeting was a milestone in building a long-term partnership between Vietnam and NVIDIA, paving the way for a new chapter in their strategic cooperation.

Minister Dung further stressed that the agreement with NVIDIA, the global leader in AI and semiconductor technologies, aligns with Vietnam’s ambition to “catch up, advance, and surpass” in AI development—a key sector that can propel economic growth and enhance competitiveness through innovation.

With its young, dynamic workforce and a growing tech ecosystem, Vietnam is emerging as a bright spot in Southeast Asia for AI development.
